(Des Moines, IA) -- A bill that would make animal torture a felony in Iowa could be heading to the desk of Governor Kim Reynolds soon.

House File 23-48 passed the Iowa Senate unanimously on Wednesday. It heads back to the House for consideration next.

Iowa is currently the only state where animal torture is not a felony on the first offense. Instead, it’s currently an aggravated misdemeanor.
