(Davenport, IA) -- Several Davenport alderman say they thought they weren't allowed to see former City Administrator Corri Speigel's demand letter accusing city staff and leaders of harassment because it was an Human Resources document.
Seven Council members and Mayor Matson testified in video depositions reviewed by WQAD News 8 that are part of a citizen-lead lawsuit over the city's $1.6-million settlement payout to Spiegel two years ago.
Matson testified that he doesn't know why Council approved the settlement without ever asking City Attorney Tom Warner to see the letter detailing her reasons for asking for the payout.
