(Henry County, IL) -- It'll be up to two governors to decide whether the man accused of killing an 11 year-old girl nearly 30 years ago sees his day in court.

Jamison Fisher, the suspect in the disappearance of Trudy Appleby from her Moline home in 1996, is refusing extradition to Illinois from an Iowa jail where he's being held on unrelated drug charges.

The Henry County State's Attorney is sending case files to Illinois Governor J.B. Pritzker to secure a governor's warrant for Fisher's extradition.

That warrant would be sent to Iowa Governor Kim Reynolds for her approval.

Fisher is facing a first-degree murder charge.

Appleby's body was never found.
