(Davenport, IA) -- A state report on the partial collapse of a Davenport apartment building two years ago that killed three men says owner Andrew Wold tried to purchase steel to reinforce the building just hours before the collapse.
The findings are included in the Iowa Department of Criminal Investigation report shared by a local doctor who acquired it through a Freedom of Information request.
Scott County Attorney Kelly Cunningham used the report to determine no criminal charges would be brought against Wold.
The DCI report also says a city employee changed an inspection report from passed to incomplete after the collapse.
DCI says their investigation is ongoing.
