State of Iowa Settles for $4.1 Million in Sabrina Ray Sibling Abuse Case

(Des Moines, IA) — The State of Iowa has agreed to pay over $4 million to settle a claim involving the sibling of Sabrina Ray, the Perry teenager who died from starvation and abuse in 2017.

The claim alleges that the Iowa Department of Health and Human Services (HHS) failed to properly investigate repeated complaints of abuse. The settlement includes $2.3 million for the sibling and requires HHS to improve training on cases involving child malnutrition.

Sabrina’s adoptive parents, Marc and Misty Ray, are both serving lengthy prison sentences. The law firm representing the sibling will donate $300,000 of the settlement to Drake Law School’s Children’s Rights Clinic.
