Waterloo Man Arrested in Connection to Fatal Crash

WASHBURN, Iowa (KCRG) - A Waterloo man has been arrested in connection to a fatal bicycle vs. car accident that happened around 6 a.m. July 2.

On October 1, 39-year-old Joshua Summerhays was arrested for Vehicular Homicide.

Summerhays was driving a vehicle southbound when he hit 54-year-old Connie Inks of Waterloo, who was riding a bicycle southbound on U.S. Highway 218.

The Black Hawk County Sheriff's Office said an ambulance took Inks to a hospital where she died.

The charge was filed after an investigation found Summerhays was distracted by an electronic device when the accident happened.

A chemical analysis by the Iowa Division of Criminal Investigation laboratory also found Summerhays was under the influence of methamphetamine, opiates, and benzodiazepines

Summerhays is currently being held in the Black Hawk County Jail pending his initial appearance.
