Late Monday morning, crews removed the barricades and opened up another large portion of 2nd Avenue southeast to two-way traffic.
The one exception is the area around the 4th Street rail corridor on 2nd Avenue. The railroad must install new safety gates and other devices to control traffic headed in a new direction.
The city says the railroad will make those changes towards the end of the month.
