State money would be withheld from any city in Iowa that refuses keep illegal immigrants in jail an additional 48 hours after being arrested if requested by federal agents. Cities that refuse to hold suspects are called sanctuary cities by critics.
The Iowa House on Tuesday approved an amended bill with one major change and is sending it back to the Iowa Senate.
