DES MOINES, Iowa - Governor Kim Reynolds is part of group speaking out against President Joe Biden's stimulus bill

Reynolds joined 21 other mostly Republican governors to sign a letter stating a majority of states would lose money in the bill.

It says the bill punishes states with strong economies by basing aid on unemployment instead a state's actual population.

A statement from House Budget Republicans claims Iowa would lose $743 million in the stimulus bill.

The letter from 21 Republican governors and one Democratic Governor - Laura Kelly of Kansas - opposes the new standard for allocating funds.

"A state’s ability to keep businesses open and people employed should not be a penalizing factor when distributing funds," the letter says. "If Congress is going to provide aid to states, it should be on an equitable population basis.”

It says 33 states in total would lose money in the bill, which is now headed to the U.S. Senate after passing the House early Saturday morning.

Iowa's four U.S. House members voted on party lines on the bill, with three Republicans opposed and one Democrats in favor. The stimulus package has only received Democratic support and is expected to only receive Democratic votes in the Senate.
